Yes. You can place outdoor areas as floor plans into IndoorAtlas CMS, install beacons outdoors and fingerprint similarly as indoor areas.
Alternatively, you can of course rely on GPS outdoors (doesn't always work near venues) and let IndoorAtlas' indoor-outdoor detection help you with the transition to indoor positioning.
